工学部長の幅﨑です。

明日、８月１０日は、「工学部安全の日」です。

今から３２年前の平成４年８月１０日、当時、助手であった先生と博士後期課程１年
の大学院生のお二人が亡くなるという重大な事故が発生いたしました。

原因は、液化窒素から発生した多量の窒素による酸欠とされております。
ここに、亡くなられたお二人、ご遺族の方々に謹んで哀悼の意を表します。
工学部では、この出来事を重く受け止め、安全の徹底によって、工学部を事故の無い
教育・研究の場とすることを誓い、８月１０日を「工学部安全の日」と定めました。

安全衛生管理は、普段からの心掛けによって、状況が大きく変わります。実験や作業
にあたっては、常にリスクがあることを意識し、引き続き、安全を心掛けてくださ
い。そして、みなさんが最良の方法を選択し、実践することこそが安全を築き上げる
大きな力となります。

私たちはこれからも、安全に教育や研究ができるように、安全衛生管理室を中心に
様々な取り組みを途切れることなく、実施していく所存です。

今後とも、ご協力よろしくお願いいたします。

Tomorrow, August 10th is the day for safety campaign at School of Engineering.

32 years ago, the 10th of August in 1992, a tragic accident took away the
precious lives of an assistant professor and a doctor course student.

This accident is believed to be caused by oxygen deficiency due to large
quantities of nitrogen generated from liquid nitrogen.

On this occasion, I would like to express my deepest sympathy to the two
colleagues who passed away and to their families.

The School of Engineering took this accident seriously and designated August
10 as the “Safety Campaign Day” resolving to keep the school a safe place for
education and research with strict safety measures.

Safety and health management does depend on your daily attention.
I call on you to be constantly aware of risks in your experiments and work
as well as to always keep safety in mind. Choosing and implementing the best
methods will be tremendously helpful in establishing safety.

We will continue to ceaselessly engage in various activities centered on the
Safety and Health Office to ensure that we can safely conduct education and
research.

I look forward to your continued cooperation.

今年の３月まで，新型コロナウイルス感染拡大防止対策の一環として，全学的に登校を制限し，オンラインによる授業を続けておりましたが，４月からは，感染防止対策を前提としつつ，対面授業が再開されました。教職員，学生の皆さまには，様々な変化に対応いただき，ありがとうございます。
感染防止対策が長期化したことで，感染に対する意識の低下や，防止対策が疎かになっていることがあるかもしれません。皆さんがひとりひとり感染対策を継続することでリスクを低減させ，皆さん自身を守ることに繋がります。

また，実験や作業にあたっても，常にリスクがあることを意識し，引き続き，安全を心掛けてください。そして，みなさんが最良の方法を選択し，実践することこそが安全を築き上げる大きな力となります。

私たちはこれからも，安全に教育や研究ができるように，安全衛生管理室を中心に様々な取り組みを途切れることなく，実施していく所存です。

30 years ago today, the 10th of August in 1992, a tragic accident took away the precious lives of an assistant professor and a doctor course student.

This accident is believed to be caused by oxygen deficiency due to large quantities of nitrogen generated from liquid nitrogen.

On this occasion, I would like to express my deepest sympathy to the two colleagues who passed away and to their families.

The School of Engineering took this accident seriously and designated August 10 as the “Safety Campaign Day” resolving to keep the school a safe place for education and research with strict safety measures.

Until March of this year, as part of measures to prevent the spread of the new coronavirus, school attendance was restricted and online classes continued, but from April, face-to-face classes have resumed, subject to infection prevention measures. I would like to express my sincere appreciation to all our staff and students for coping with the various changes.

The prolonged implementation of infection prevention measures may have resulted in a decline in awareness of infection and a lack of attention to infection prevention measures. Our prolonged battle against the pandemic may cause you to become complacent or feel less mindful of the need for infection control measures. Continuing such measures one by one does reduce the risks of infection and helps you to protect yourselves.

I call on you to be constantly aware of risks in your experiments and work as well as to always keep safety in mind. Choosing and implementing the best methods will be tremendously helpful in establishing safety.

We will continue to ceaselessly engage in various activities centered on the Safety and Health Office to ensure that we can safely conduct education and research.

感染対策が長期化したことで，感染対策に対する意識の低下や，感染対策が疎かになっていることがあるかもしれません。感染対策を継続することはリスクを低減させ，皆さん自身を守ることに繋がっていきます。
なお，本学では，新型コロナウイルス感染症のワクチン接種が始まっておりますので，皆さん，積極的に接種いただけますようお願いいたします。

This year, to prevent the spread of COVID-19, we continue to restrict school attendance and offer online classes. I would like to express my sincere appreciation to all of our staff and students for coping with the various changes.

Our prolonged battle against the pandemic may cause you to become complacent or feel less mindful of the need for infection control measures. Continuing such measures does reduce the risks of infection and helps you to protect yourselves.

Related to that, Hokkaido University has begun COVID-19 vaccinations. I hope you will proactively receive vaccines.

This year, to prevent the spread of COVID-19, we began restricting school attendance in April and started offering online classes. I would like to express my sincere appreciation to all of our staff and students for coping with the various changes.

While it may feel as if life is gradually starting to return to normal, this does not mean there is no longer any risk of infection.

I call on you to be constantly aware of risks in your experiments and work as well as to always keep safety in mind. Choosing and implementing the best methods will be tremendously helpful in establishing safety.

常に，基本に立ち返った行動をしてください。

This accident is believed to be caused by oxygen deficiency due to large quantities of nitrogen generated from liquid nitrogen.

On this occasion, I would like to express my deepest sympathy to the two colleagues who passed away.

School of Engineering took this accident seriously and designated this day as “Safety Campaign Day” resolving to keep the school a safe place for education and research with strict safety measures.

 I would like you to reflect on yourself whether you maintain safety awareness at daily experiments and works.

Following manuals or work procedures is indispensable to conduct experiments and works.

In addition, it is necessary for everyone to choose and implement the best method depending on the situation. Please always keep in mind to go back to basics.

It is important that each one of us makes sure to have safety in mind to further develop safety measures.

We constantly strive to take strict safety management to keep a safe environment.

On this occasion, I would like to express my deepest sympathy to the two colleagues who passed away.

School of Engineering took this accident seriously and designated this day as “Safety Campaign Day” resolving to keep the school a safe place for education and research with strict security measures.

Everyone thinks that they pay sufficient attention to safety, but in daily life accidents may happen.

When everyone conducts experiments, think carefully about the procedure of the work and how to handle the equipment.

And, everyone, after the experiment, please think about whether this experiment was safely proceeded.

In order to ensure safety, it is necessary to accumulate efforts by each person.

We are resolving to keep the school a safe place for education and research with strict security measures.

This is Nawa, Dean of School of Engineering.

Today, the 10th of August is the day for safety campaign at School of Engineering. This day was designated independently by School of Engineering to think back the importance of accident prevention and safety education during laboratory work.

24 years ago today, a tragic accident happened and took away the precious lives of an assistant professor and a graduate student. The cause of the accident is oxygen deficiency due to liquid nitrogen.

We established Safety and Health Management Office in School of Engineering, and it has been putting various efforts not to repeat the same tragedy.

I would like to ask you to remind the significance of “the Safety Campaign Day” and have an awareness of safety during study and research.

Once again, I would like to express my deepest sympathy to the two colleagues who passed away, and request for your higher awareness of safety management at this occasion.
